The Sindh Mass Transit Authority (SMTA), Transport and Mass Transit Department, Government of Sindh, invites bids for maintenance works on the BRT Green and Orange Lines in Karachi. The scope includes road, electrical, HVAC and mechanical, electrical and plumbing (MEP) maintenance services. Procurement will be conducted through the Electronic Pakistan Acquisition and Disposal System (EPADS) under Sindh Public Procurement Regulatory Authority rules.

Eligibility requirement	Details
Pakistan Engineering Council registration	Category C3 registration with specialization codes CE-01, CE-10, EE11(vi), ME01 (HVAC) and ME03. For a joint venture, Category C4 registration and the required specialization codes apply.
Income tax registration	Registration with the Federal Board of Revenue, including active taxpayer status.
Sales tax registration	Registration with the relevant revenue board.
Litigation disclosure	Details of litigation, where applicable.
Non-blacklisting declaration	An affidavit confirming that the firm is not currently blacklisted.
Relevant experience	Similar work experience during the preceding five years, with a qualifying value of PKR 240 million.
Annual turnover	PKR 400 million. Joint-venture members must satisfy the applicable requirements according to their participation.

Bids must follow the single-stage, two-envelope procedure, with separate technical and financial proposals submitted through EPADS. Financial proposals will be opened after technical evaluation for bidders meeting the qualification requirements.

If a second procurement attempt is required, the scheduled issue date is 30 November 2026, with bid submission and opening on 15 December 2026.

SMTA reserves the right to accept or reject bids in accordance with the Sindh Public Procurement Rules, 2010.
