Issuer: Government of the Punjab, Labour & Human Resource Department – Workers Welfare School (Boys), Rawalpindi. The School invites e-bids from financially sound, experienced, income-tax-registered firms/companies for hiring transport services to provide pick-and-drop facilities for students for two academic years (2026-27 & 2027-28).

Opening of Technical bids on website: 11.07.2026 at 11:30 a.m.
Opening of Financial bids: 22.07.2026 at 11:00 a.m.
Eligibility & bid security:
Bids are invited through the E-Pak Acquisition and Disposal System (E-PADS). Interested applicants must be registered on E-PADS to be eligible. A Call Deposit Receipt (CDR) equal to 2% of the estimated contract cost (2% of Rs. 66,000,000 = Rs. 1,320,000) in favour of the Principal, Workers Welfare School Boys Rawalpindi must be submitted. Original CDR must be submitted to the school office before the e-bid closing time; failure will result in rejection.
Procedure & conditions:
Procurement will be carried out through the E-Pak (E-PADS) system of the Punjab Procurement Regulatory Authority (PPRA). The Single Stage Two Envelope bidding procedure will be followed. Detailed terms and the number/ specifications of required vehicles are available on the e-procurement portal. Late, incomplete, unsigned, or non-EPADS submissions will be rejected. Successful bidders must provide a Performance Guarantee (CDR) of 5% of the contract amount prior to signing of contract. The procuring agency may accept or reject any or all bids as per PPRA rules.
