Office of the Assistant Director (Senior), Local Government & Rural Development Department, Tehsil (HQ), District Mardan invites sealed e-bids (Single Stage Two Envelope) through ePAAS from eligible / PEC-registered government contractors for the following uplifting/beautification civil works packages. Bidders must submit a technical proposal and a separate financial proposal as per the terms below.

Key instructions and eligibility:
- Procurement will follow Single Stage Two Envelope bidding procedure. Two sealed envelopes: Technical Proposal and Financial Proposal. Both envelopes should be enclosed in one outer envelope clearly marked.
- Eligibility highlights: valid registration with Pakistan Engineering Council (PEC) where applicable; enlisted with relevant government departments; registration with FBR and proof of Active Taxpayer (ATL); audited accounts for last three years and relevant experience; must not be blacklisted; meet personnel, plant and equipment requirements.
- Bids must include required bid security (as shown) in the prescribed format. Incomplete or late bids will be rejected. Financial proposals of technically qualified bidders will be opened as per schedule in presence of bidders or their authorized representatives.
- Bidders must provide original documents (registration, PEC, NTN, proof of enlistment, technical staff/equipment details, and experience certificates) as required by the bidding documents.
