KP C&W Division Malakand Invites Electronic Bids via E-PADS for Road Works

The Executive Engineer, Communication & Works (C&W) Division Malakand (Government of Khyber Pakhtunkhwa) invites electronic bids from eligible firms/contractors through the E-PADS Single Stage Single Envelope system for priority road works. Procurement will follow KPPRA procurement rules. Bidding documents and instructions can be obtained from the office of the undersigned on any working day or downloaded from the C&W website. Bidders must upload complete BOQs with quoted rates electronically before the closing time. Incomplete or inconsistent submissions (mismatched quoted rates and uploaded BOQs) will be considered non-responsive.

Key submission and bid conditions (summarised):

• Bids to be submitted electronically via the E-PADS/E-Bid system only.
• Bid security as specified for each package must be provided. Bid security in the shape of Call Deposit Receipt (CDR) from a scheduled bank must be submitted electronically and details (bank name, CDR number and date) included in the E-Bid.
• Contractors quoting rates more than 10% below Engineer Estimate must submit additional security as required; non-compliant bids may be declared non-responsive.
• No pay order or bank draft will be acceptable except Call Deposit of scheduled bank; otherwise the bid will be considered non-responsive.
• Tender fee as specified for each package must be paid as required.
• Electronic bids will be displayed by the E-PAD system after 30 minutes of closing time in presence of bidders/their representatives. Venue for opening: Office of the Executive Engineer C&W Division Malakand.
