Issuer: Communication & Works Department (Highway Division, Charsadda), Government of Khyber Pakhtunkhwa. Electronic bids are invited on EPADS under Single Stage Single Envelope procedure in accordance with KPPRA Procurement Rules 2014 for works under ADP-251262 (Accelerated Sustainable Development Initiative for Charsadda).
Key submission details: Bids must be submitted electronically via EPADS. Additional bid-security and responsiveness rules (summary): contractors quoting up to 10% below the Engineer's estimate must submit 2% bid security. Bids more than 10% and up to 20% below require an additional 8% security of the Engineer's estimated cost plus the 2% bid security. Bids more than 20% below require additional security equal to the differential amount of the submitted bid and the Engineer's estimate together with a detailed rate analysis; failure to provide required additional security or rate analysis will render the bid non-responsive and securities may be forfeited in favour of the Government. The procuring entity may offer the contract to the next lowest bidder after due diligence or re-advertise the procurement opportunity.
