FDI Invitation for Bids — Procurement of Routine Vaccines for Financial Year 2026-27

Issuer: Federal Directorate of Immunization (FDI), Ministry of National Health Services, Regulations & Coordination, Government of Pakistan. Procurement of routine vaccines on DDP basis at the FDI office, Prime Minister's National Health Complex, Chak Shahzad, Park Road, Islamabad. Eligible: Original manufacturers, their authorized agents and suppliers registered for Income Tax and Sales Tax and appearing on the Active Taxpayers List (ATL) of FBR.

Key submission details: Bids (technical & financial) must be submitted electronically via EPADS v2.0. Original hard copy of bid security must reach FDI before submission deadline; a scanned copy must be uploaded with the e-bid. Single-stage two-envelope procedure under Rule 36(b) of Public Procurement Rules, 2004. Bidding documents available from PPRA (www.ppra.gov.pk) and EPADS (http://epads.gov.pk).

Important dates and procedure:

- Bid submission deadline: 2026-09-24 via EPADS v2.0 by 11:00 hours.
- Bid opening: 2026-09-24 at 12:00 hours in the Conference Room of FDI; Federal Procurement Committee will open bids in presence of bidders or authorized representatives.

Other instructions: Register on EPADS v2.0 to submit technical and financial proposals electronically. Manual submissions will not be accepted. Bid securities must be in the form of pay order/bank draft/call deposit receipt/bank guarantee in the name of the Drawing & Disbursing Officer, FDI, Islamabad. The Competent Authority reserves the right to accept or reject bids as per Public Procurement Rules, 2004.
