Tender — Flood Protection Works (Irrigation Division Pishin) — 2 Contracts (Est. PKR 45.00M)

Issuing agency: Executive Engineer, Irrigation Division, Pishin (Government of Balochistan). Sealed tenders are invited for the construction of flood protection works for FY 2026-27. Mandatory registration on the Electronic Public Procurement System (BPPRA, GOB) is required for all bidders. Tender fee: PKR 1,000. Bid security (earnest money): 2% of the estimated cost.

Procurement will follow BPPRA Rules 2014 (as amended 2019). Single-stage two-envelope procedure will be used. Bidding documents and the NIT are available from the Office of the Executive Engineer, Irrigation Division, Pishin.

Eligibility and key requirements (as stated):

• Contractors must be on the Active Taxpayers List and not blacklisted by any procuring agency of Pakistan.
• Balochistan Revenue Authority registration required.
• Required experience: at least two (2) assignments of similar nature, with each assignment having a turnover of at least 70% of the estimated cost in two preceding years; at least two similar projects completed in the last three years.
• Financial capability: Minimum bank credit line / cash equal to 70% of project cost (attach original bank credit line certificate and attested bank account documents as specified).
• Project name and TSE number must be mentioned in the bid. Fresh original bank credit line certificate and other supporting documents to be attached.

Submission and opening: Bids must be submitted in accordance with the tender documents. Tender fee and bid security must accompany submissions as required. Bids will be opened in the presence of bidders' representatives.
