Government of Pakistan, Ministry of Railways invites sealed Requests for Proposal (RFP) from well-reputed consulting firms/consultants duly registered with Income Tax and on the Active Taxpayer List (ATL) of the Federal Board of Revenue (FBR) to provide Third Party Validation (TPV) services for selected PSDP projects.
Eligible firms are required to submit separate Technical and Financial Proposals under the Single Stage – Two Envelope procedure. Detailed Terms of Reference (ToRs), scope of work, eligibility criteria and procurement procedure are available on Pakistan Railways and PPRA websites. Interested firms may obtain ToRs from the respective Project Directors at the addresses given below.

Key application information:
- Submission deadline: Technical and Financial Proposals must reach the office of the concerned Project Director at the respective project office before 2026-07-22 at 14:00 hours.
- Opening of bids: Proposals will be opened the same day at 14:30 hours in the presence of bidders or their authorized representatives.
- Pre-bid meetings: Pre-bid meetings will be held on 2026-07-08 at 11:00 hours at the respective project offices.
- Procurement procedure: Single Stage – Two Envelope. Consulting firms must possess the requisite qualifications and experience and submit Technical and Financial Proposals in separate envelopes.
- Where to obtain documents: ToRs and bidding documents are available at www.railways.gov.pk, www.pakrail.gov.pk and www.ppra.org.pk.
- General eligibility: Firms must be registered with FBR and be on the Active Taxpayer List (ATL).
