PHE Division South Waziristan Lower Invites E-Bids for Annual Electrical & Mechanical Repair & Maintenance 2026-27

The Executive Engineer, Public Health Engineering Division South Waziristan Lower invites electronic bids (single-stage, double-envelope) via E-PADS from eligible Government-registered contractors for annual repair & maintenance (electrical / mechanical) works for 2026-27. Bids must follow the published Terms & Conditions and be submitted before the stated deadline.

Key submission & eligibility requirements:

- Obtain bid documents from the Executive Engineer's office or via the E-PADS system on any working day before the closing date and time.

- Submit separate sealed Technical and Financial bids before closing time (single-stage, double-envelope).

- Technical bid must include photocopies of CNIC, PEC registration certificate (codes shown: CE-09 & CE-10), renewal receipt, enlistment certificate, Active Taxpayer Certificate (FBR) and KPPRA registration, and relevant financial documents such as bank statements/balance proof showing available funds. The firm should have readily available funds up to 20% of the cost of the work.

- All bids must be accompanied by original Earnest Money in the form of Call Deposit Receipt (CDR). Separate CDRs required for stamp duty and tender fee as per revised rates (including 0.03% tender fee of estimated amount); failure to attach will render the bid non-responsive.

- Electrical license (original/copy) of Class E issued by the Electric Inspector Khyber Pakhtunkhwa renewed for 2026-27 is required for Electrical/Mechanical work.

- Contractor must maintain a workshop within the premises of PHE Division South Waziristan Lower capable of repairing Drinking Water Supply Scheme electrical/mechanical works; failure to meet this will result in non-responsiveness.

- Contractors must submit an affidavit on stamp paper (attested by an Oath Commissioner) declaring that no scheme will remain non-operational irrespective of funds availability and that the workshop is registered in their name. Uploaded stamp paper must include the workshop address and will be verified by the Executive Engineer and concerned Sub-Divisional Officer before the bid is entertained.

- Technical bids will be opened on the same day of submission at 11:30 AM in the presence of contractors or their authorized representatives (optional). Financial bid opening date will be announced after technical evaluation.

- The procuring entity reserves the right to disqualify bidders providing incorrect information, and to cancel the tender process at any time with reason. All other terms and conditions remain as per provincial government rules.
