Issuer: National Power Parks Management Company (Private) Limited (NPPMCL). NPPMCL (100% Government of Pakistan) operates RLNG-based power plants at Balloki, District Kasur (1223 MW) and Haveli Bahadur Shah, District Jhang (1230 MW). NPPMCL invites Expressions of Interest (EOI) from reputed Tax Consultancy/CA firms for appointment as Tax Advisor for two years (FY 2026-27 & FY 2027-28). The assignment will be procured on a Quality-and-Cost Based Selection basis under the Procurement of Consultancy Services Regulations, 2010. An RFP will be issued only to shortlisted firms.
Scope: Assist with tax planning, determine company tax liabilities, ensure tax compliance, represent NPPMCL before tax authorities, and advise on changes in tax laws.
Key eligibility and shortlisting criteria:

| 1 | Valid Sales Tax registration with PRA and Income Tax registration with FBR. |
| 2 | Minimum 20 years' experience in the profession as of publication date. |
| 3 | Provided tax services to at least 5 listed companies in the last 5 years (each engagement not less than one year). |
| 4 | Provided tax services to at least 5 public sector / government-owned companies in the last 5 years. |
| 5 | Provided tax services to at least 3 power-sector companies in the last 5 years. |
| 6 | At least 20 Chartered Accountants employed by the firm on the publication date, or 10 barristers bearing practice license of the High Court. |
| 7 | At least six (06) partners registered two months prior to the publication date. |
| 8 | Affiliation and satisfactory rating from ICAP (in case of CA firm). |
| 9 | Firm listed as Category “A” Auditor on the State Bank of Pakistan panel under Section 35(1) of the Banking Companies Ordinance, 1962 (in case of CA firm). |
Submission instructions: Submit EOI duly signed by a partner, with all supporting documentary evidence, via the e-Pak Acquisition and Disposal System (EPADS - V2.0). Deadline for submission: 2026-09-22 by 11:00 AM (EOIs will be opened the same day on EPADS at 11:30 AM).
