District Council Vehari - Bid/Tender Notice for Development Works (FY 2026-27)

Issuer: Office of the District Council Vehari (Chief Officer). Notice dated 2026-08-25 inviting electronic bids from eligible contractors/firms (registered with Pakistan Engineering Council where applicable) for specified development works under the Financial Year 2026-27.

Submission & opening: Bids must be submitted electronically via the Punjab e-Procurement System only on or before 2026-09-12 at 1:00 PM. Electronic bid opening will be the same day at 1:30 PM in the office of the District Council Vehari in the presence of bidders or their authorized representatives.

Key requirements and conditions:

• Bid documents, instructions, eligibility criteria, specifications and BOQs are available free of cost on the Punjab e-Procurement System and the PPRA Punjab website.
• Bid security: 5% of the estimated cost must be submitted only as a Digital Bank Guarantee (e-Bank Guarantee) through the Punjab e-Procurement System. The bidder must generate the PSID from the procurement portal and arrange for the scheduled bank to transmit the Digital Bank Guarantee via SWIFT MT760 in favor of the Chief Officer, District Council Vehari. Physical securities (CDR, pay order, demand draft, etc.) will not be accepted.
• Successful bidder must furnish a Performance Security equal to 5% of the Contract Price through SWIFT MT760 as prescribed in bidding documents. Performance security will be released after successful completion of the contract.
• Only bids submitted through the Punjab e-Procurement System will be accepted; bids sent by email, courier, post or by hand will be rejected. If the submission date falls on a public holiday, the next working day at the same time will be treated as the closing date.
• Bids must remain valid for 60 days from the date of opening. Bid security will be forfeited if the bidder withdraws during the validity period or fails to execute the contract after acceptance. False information may lead to blacklisting and action under PPRA/PEC rules.
• It is mandatory to quote contractor rates against each BOQ/DSR item (rates, not percentages) and provide complete rate analysis as required in the bidding documents.
