Issuer: Military Lands & Cantonments Department, Rawalpindi Cantt Board (Cantonment Executive Officer, Rawalpindi Cantt). Purpose: Electronic tenders (E-Bids) are invited for execution of annual repair & maintenance works for Financial Year 2026–2027 on the basis of MES Schedule of Rates 2025.
Important conditions: Firms must be registered with the Pakistan Engineering Council (PEC) in the relevant category and codes, and must be active taxpayers with the Federal Board of Revenue (FBR) for income tax and sales tax purposes. Bidding documents are available exclusively on PPRA and EPADS V2.0 portals. Bids must be submitted electronically through EPADS V2.0. Manual submissions will not be accepted.

Submission and opening: Bids must be submitted electronically through EPADS V2.0 on or before 2026-09-10 at 13:00. Bids will be opened the same day on 2026-09-10 at 13:30. Vendors must be registered on EPADS V2.0; manual submissions will not be entertained. Vendors not registered on EPADS V2.0 may register at https://vendors.epads.gov.pk/.
Earnest money: 2% of the estimated cost in the shape of Call Deposit Receipt (CDR) issued by a scheduled bank in favour of the Cantonment Executive Officer, Rawalpindi Cantonment Board. A scanned copy of the CDR must be uploaded with the e-bid; original CDR must be submitted prior to opening of bids.
Procurement method: Open Competitive Bidding under Single Stage – One Envelope procedure in accordance with PPRA rules (Least Cost Based Selection where applicable). Grievance Redressal Committee constituted under Rule 48 of PPRA Rules, 2004. Procuring Agency reserves the right to accept or reject any or all bids as per Rule 33(1) of PPRA Rules, 2004.
