PSEB Invitation for Bids: Outsourcing, Operation & Commercialization of IT Park Islamabad (IFB)

Pakistan Software Export Board (Guarantee) Limited (PSEB) invites sealed bids (Single Stage – Two Envelope, per Public Procurement Rules, 2004) for the outsourcing, operation, management, maintenance and commercialization of IT Park Islamabad (A(01)/PSEB/2026-27) located at Park Road, Jinnah Avenue (Kuri Road), Islamabad. The contract is for a base term of five (5) years, extendable by up to two further terms (three years and two years) to a maximum of ten (10) years, subject to performance.

Eligible bidders: financially sound firms, joint ventures/consortia, and real estate/facility management companies. The Operator will act as sole and exclusive facility operator under PSEB oversight. Key scope elements include full day-to-day facility management (security, housekeeping), leasing/tenant management and commercialization of office and commercial space (retail, food court, gym, IT/ITeS uses), preventive and corrective maintenance (civil, electrical, mechanical, HVAC, fire/life safety, elevator, IT/ELV), and compliance with applicable building, safety, environmental and labour regulations. Remuneration will be through a Minimum Guaranteed Payment (MGP) to PSEB plus a competitive revenue-share percentage of total gross facility revenue as approved by PSEB, with performance measured against KPIs in the Service Level Agreement.
