Punjab C&W Tender for Renovation of Ombudsman Punjab Head Office, Lahore

The Communication & Works Department, Government of the Punjab, invites item-rate tenders against the approved DNIT for renovation work at the Ombudsman Punjab Head Office in Lahore. Procurement will follow Rule 38, Single-Stage Two-Envelope Bidding Procedure.

Eligible contractors and firms must hold Pakistan Engineering Council (PEC) registration or renewal for financial year 2026–27 in Category C-5 or above, with specialization code CE-10. Contractors must produce their original PEC licence or certificate confirming the required category and specialization.

Procurement will be conducted under Punjab Procurement Regulatory Authority (PPRA) rules and procedures through the e-Procurement System developed by PITB, exclusively at https://ep.punjab.gov.pk. Tender documents containing detailed requirements, terms and conditions are available to registered bidders on this system and at http://ppra.punjab.gov.pk. Tender documents, including the DNIT, must be submitted online through the e-Procurement System by the deadline. Manual bids will not be accepted.

Bid security must equal 5% of the bid amount and must be submitted through PSID in the manner prescribed by the e-Procurement System. Physical financial instruments, including Call Deposit Receipts (CDRs), will not be accepted.

Online bids will be opened on the e-Procurement System at the office of the Commissioner, Lahore Division, Lahore, by the respective Tender Opening Committee. Contractors or their authorized representatives may attend. Representatives must be duly authorized through an attested Power of Attorney.

The procuring agency reserves the right to reject any or all bids or proposals before acceptance, in accordance with applicable PPRA rules. Upon request, the agency will communicate the grounds for rejection to a supplier or contractor who submitted a bid or proposal, but will not be required to justify those grounds.

The official PPRA tender portal is https://eproc.punjab.gov.pk/ViewTender.aspx. The response time will be calculated exclusively from the publication date of the tender advertisement on the PPRA website. If a government-announced or other holiday falls on the scheduled date, tender receipt and opening will take place on the next working day.
