PMIU-PESRP Punjab Procurement Bids for FY 2026–27

The Programme Monitoring and Implementation Unit (PMIU-PESRP), School Education Department, Government of Punjab, invites electronic bids from eligible manufacturers, authorized dealers/distributors and general order suppliers registered with the relevant tax authorities and registered/enabled on the Punjab e-Procurement System prescribed by PPRA. Procurement will be undertaken lot-wise under a framework contract for FY 2026–27, up to June 30, 2027, subject to the contract terms and purchase orders issued thereunder.

Procurement will follow open competitive bidding through the Single Stage–Two Envelope procedure under the Punjab Procurement Rules, 2014, as amended from time to time. Evaluation and award will be carried out lot-wise in accordance with the bidding document.

The complete bidding document is available electronically through the Punjab e-Procurement System prescribed by PPRA and may also be made available through the PPRA/PMIU-PESRP websites, as applicable. It comprises the instructions to bidders, bid data sheet, schedule of requirements, technical specifications, bidding forms, general conditions of contract, special conditions of contract and contract forms. Prospective bidders must use the e-Procurement System to prepare and submit their bids in accordance with the portal instructions.

Electronic bids must be submitted through the Punjab e-Procurement System by 3:00 PM on November 23, 2026. Manual or physical bids will not be accepted. However, the original bid security instrument for each quoted lot must be physically delivered to PMIU-PESRP at the address stipulated in the bid data sheet before the submission deadline. A copy of the same instrument must also be uploaded with the technical bid in the e-Procurement System.

A bidder may participate in one or more lots, but partial bidding within a lot is not permitted. Technical and financial bids must be submitted electronically in their respective sections/envelopes. Contracts will be awarded lot-wise to the lowest evaluated responsive bidder, subject to the stated qualification and evaluation criteria.

Technical bids will be opened electronically on November 23, 2026, at 3:30 PM, or at the time generated/notified through the e-Procurement System, in accordance with the applicable PPRA procedure. Financial bids of technically qualified bidders will be opened subsequently on the date and time notified through the system. Financial bids of technically non-responsive/disqualified bidders will remain unopened.

Bidders must quote their best and final prices inclusive of all taxes. Taxes will be deducted under applicable government rules. NTN and Sales Tax/PRA registration certificates must accompany the technical bid.

The PPRA tender website is https://epp.punjab.gov.pk/ViewTender.aspx. The response time will be calculated exclusively from the date of publication of the advertisement on the PPRA website.
