LDA Tender for Street Rehabilitation and Sewerage Works in Lahore

Lahore Development Authority (LDA), UD Wind, invites item-rate tenders from engineering firms and contractors for the following works in Lahore. Procurement will follow the Single-Stage, Two-Envelope procedure under PPRA Rule 38(2)(a), in accordance with the PPRA Rules 2014, as amended.

Submission deadline for all works: 25 November 2026 at 9:30 AM. Tender opening: 25 November 2026 at 10:00 AM.

Eligible firms must be registered with the Punjab e-Procurement System, hold a valid Pakistan Engineering Council licence in the relevant category, and have active filer NTN and PNTN status. Contractors may register their firms at https://ep.punjab.gov.pk/ by submitting the required information. Following registration, contractors may participate in e-procurement.

Technical and financial bidding documents will be available through the Punjab e-Procurement System immediately following publication of the notice on the PPRA website. Interested bidders must obtain the notice and upload their rates through the e-Procurement System only. Notices sent by telegraph or post will not be accepted.

Bidders must submit technical and financial proposals as PDF files through the Punjab e-Procurement System under Regulation 6(4) of the PPRA Regulations 2024. Technical proposals must strictly comply with the technical evaluation criteria. Financial proposals must quote tender rates and amounts in figures and words against the bill of quantities. The tender and associated submissions must be signed according to the directions in the tender documents.

Only technical proposals will be opened on the scheduled opening day. Financial proposals of responsive bidders will be opened at a date and time announced after the technical evaluation results. If the opening date falls on a public holiday, tenders will be opened on the next working day.

All e-bids must include digital bid security in favour of Lahore Development Authority, following Government of Punjab PPRA instructions. The bid security submission will be processed digitally through the procedure established on the Punjab e-Procurement System in collaboration with Bank of Punjab. A digital bid security instrument equal to 5% of the estimated cost must be submitted for each work.

Any e-bid, proposal or submitted record found to be corrupt, unreadable or containing a virus will be rejected under Regulation 8(4) of the PPRA Regulations 2024. Conditional bids will not be accepted. Firms and contractors are responsible for all applicable taxes at the time of payment, as admissible under the rules. PPRA rules will be strictly applicable.
