TMA Dara Adam Khel Tender for Fabrication and Supply of Solid Waste Machinery

The Government of Khyber Pakhtunkhwa, Office of the Tehsil Municipal Officer, TMA Dara Adam Khel, invites sealed tenders through E-PADS for the fabrication and supply of solid waste machinery. This is the second invitation. Procurement will follow the Single Stage/Two Envelope procedure under Rule 14(2b) of the KPPRA Rules, 2014.

Eligible contractors, fabricators and manufacturers must have active NTN and GST registrations, valid and renewed PEC registration for the current financial year, valid enlistment with the Local Council Board, active KPRA registration, and active FBR status under the Government of Khyber Pakhtunkhwa's Centralized Enlistment Policy for the current financial year.

Submission deadline: 24 November 2026 at 1:00 PM. Technical bid opening: 24 November 2026 at 1:30 PM.

Bid solicitation documents can be downloaded from E-PADS at www.kp.eprocure.gov.pk and from the KPPRA website after publication of the Notice Inviting Tender. Eligible bidders must submit technical and financial bids through E-PADS and also send sealed bids by registered courier to the Office of the Tehsil Municipal Officer, Tehsil Municipal Administration, Eagle Fort, Dara Adam Khel, before the submission deadline.

Bid security must be submitted as a call deposit in favour of the TMO, Tehsil Municipal Administration, Dara Adam Khel. A clear copy must be uploaded to E-PADS, and the original instrument must reach the office by registered courier before closing. The original 2% bid security, calculated on the total bid price, must be in the form of a CDR in the name of TMO TMA Dara Adam Khel, enclosed in a sealed and appropriately marked envelope.

Technical bids will be opened on the submission date at 1:30 PM. The financial bid opening date and time will be communicated after technical evaluation through the approved email. Financial bids will be opened only for technically responsive qualified bidders, in the presence of bidders or their representatives who wish to attend. Financial bids of non-responsive bidders will be returned unopened to the respective contractors or fabricators.

Bid preparation and evaluation requirements:

• Rates must include all applicable taxes, including sales tax, income tax, KPRA taxes and stamp duties under government rules. Manufacturers and suppliers must provide FBR registration. Taxpayer certification may be required; otherwise, the bid will be considered non-responsive.
• Technical proposals must be numbered and include a table of contents at the beginning, showing proposal contents against numbered pages.
• Any disguising or overwriting, manipulation in the tenders, or similar irregularity will render the bid liable to rejection.
• Technical proposals will be evaluated against the criteria in the bidding documents.
• Bidders who do not comply with the mandatory requirements will not be considered for technical evaluation and will be declared non-responsive.
• In the event of a draw among responsive bidders, the bid may be decided through a free toss.
• All pages of tender and bid documents must be initialled and bear the bidder's official seal or stamp and signature.
• Bidders must hold PEC specialization codes ME05 for Lifting, Handling and Material Processing Plants, and ME06(i) for Specialized Fabrication and Treatment, in accordance with PEC guidelines.

Security, contract and delivery conditions:

• Retention of bid securities and failure to submit bid security or additional security will be governed by KPPRA Notification S.R.O. (29)/Vol:1-40/2025-26 dated 29 October 2025. Additional security will also be governed by Notification S.R.O. (14)/Vol:1-24/2021-22 dated 10 May 2022.
• The successful bidder must furnish performance security equal to 10% of the contract price in accordance with KPPRA rules and contract conditions.
• The procuring entity reserves the right to reject any or all bids, or cancel the bidding process at any stage before acceptance of a bid, under the KPPRA Act, 2012 and KPPRA Rules, 2014.
• The procuring entity will provide the chassis. The contractor is responsible for complete fabrication, installation, testing and commissioning, painting, and delivery of the hydraulic dumper bodies in fully operational condition, including a minimum one-year defect liability or warranty period from successful commissioning.
• The successful bidder must provide complete operational training to the procuring entity's staff.
• A work order will be issued subject to fund availability.
• Bids will remain valid for 90 days from the bid closing date.
• All applicable taxes will be recovered in accordance with government directives.
• The procuring entity has allocated a fixed procurement budget. Only bids with evaluated prices within the approved allocated budget or funds provision for the work will be considered for further evaluation and award. Bids exceeding the approved allocation may be rejected under the applicable KPPRA Rules and approved procurement plan.
• All other terms and conditions will remain intact under the prevailing KPPRA rules and government policy.
