Interested eligible individuals, firms and companies must register on the e-Auction Portal according to the eligibility criteria in the auction document. Applications will be processed through the portal; hard-copy applications are not required. Applicants are encouraged to register well before the closing date.
The institution will not be responsible for applicants’ failure to submit applications or required information because of technical errors or internet failure. An application will be rejected if its information, entries or records submitted through the portal are corrupt, unusable or contain a virus.
The institution’s auction committee will scrutinize registration information and upload evaluation results to the e-Auction Portal. Only applicants declared eligible may participate in the subsequent auction through the portal at the scheduled date and time.

Registered applicants must furnish earnest money equal to 10% of the reserve price, amounting to Rs. 2,941,488, in the form of a Bank Draft, Bank Guarantee, Call Deposit Receipt (CDR), Demand Draft (DD), Pay Order (PO) or banker’s cheque issued by a scheduled bank operating in Pakistan.

Auction Conditions
If a closing date for registration, grievances, earnest-money submission, the auction or another auction-related activity falls on a government-declared public holiday or a non-working day for any reason, the next official working day will be treated as the closing date.
The auction will be conducted under the Auction Policy 2025 notified by the SHC&ME Department. Bidding will start at the advertised reserve price. Each subsequent offer must exceed the previous offer by 1% of the reserve price, added to the last offer.
If no offer is received during the last minute of the scheduled e-auction time, the auction will end automatically. If an offer is received during that last minute, the auction will be extended by five minutes. Extensions will continue in the event of further competition, but the auction will conclude definitively at midnight, 12:00 AM, on the auction day.
After the auction concludes, the successful applicant’s offer will be published on the relevant website. The successful applicant’s signature uploaded during registration will be deemed affixed to the auction document, and the offer will be final and binding.
