Submission deadline: 20 November 2026 at 10:00 AM. The package schedule gives the tender-opening time as 10:30 AM on the same date. The terms and conditions set the opening of electronic bids on EPADS at 11:30 AM that day.
Eligibility and bidding documents: Established and experienced contractors, suppliers and firms having NTN, GST and KPPRA registration may participate. Bidders must be registered on EPADS at kp.eprocure.gov.pk and hold valid PEC registration in the required category with the relevant work codes. Bid solicitation documents and instructions are available from the Divisional Forest Office on working days or through www.few.kp.gov.pk before the submission deadline. Bids must be submitted through EPADS, and a separate bid must be quoted for each package.
Bid security and delivery: An original call deposit receipt representing 2% bid security must be issued in the name of the Divisional Forest Officer, Chitral Forest Division, Chitral, separately for each package. The original CDR and an affidavit concerning the original 2% CDR must be separately sealed in marked envelopes. These envelopes must then be placed in one large sealed envelope and delivered to the office before the closing date and time. Pay orders and bank drafts are not acceptable; only a call deposit from a scheduled bank will be accepted.
Required documents: The original tender form must accompany the original bid security, KPPRA enlistment, C&W enlistment, PEC registration and detailed rate analysis where applicable. PEC and KPPRA registration, including Active Taxpayer status, must be valid for the current financial year. Bidders must also submit an affidavit declaring that they are neither blacklisted nor involved in litigation with the department.
Evaluation and rates: Proposals will be evaluated according to the bid documents. Offers failing to meet the requirements may be rejected. All rates must be quoted on an FOR basis and include applicable sales tax, income tax, KPPRA taxes, stamp duties and other government charges. Incomplete, conditional, late or manually submitted bids will not be entertained. Evaluation will be conducted package-wise. The competent authority reserves the right to accept or reject any or all tenders in accordance with KPPRA Rules.
Additional security for below-estimate bids: A bidder quoting more than 10% and up to 20% below the engineer’s estimate must submit additional security equal to 8% of the engineer’s estimated cost, in addition to the 2% bid security. Failure to provide the required additional security will make the bid non-responsive, result in forfeiture of the 2% bid security in favour of the Government, and lead to consideration of the second-lowest bidder.
A bidder quoting more than 20% below the engineer’s estimate must provide additional security equal to the difference between the quoted bid and the engineer’s estimate, together with a detailed rate analysis. Failure to provide either the analysis or the required security will make the bid non-responsive. All security submitted with such a bid will be forfeited in favour of the Government, and the second-lowest bidder will be considered accordingly. The procuring entity may offer the contract to the next-lowest bidder after due diligence where the difference between the financial offers may adversely affect the procurement opportunity.
Compliance: Cutting, overwriting or manipulation in tenders will not be accepted. Any discrepancy between the copy submitted through EPADS and the hard copy will result in disqualification and a non-responsive bid. Bidders must be registered with KPPRA under Section 20(4) of Khyber Pakhtunkhwa Act No. XI of 2013 and the active-taxpayer requirement. Incorrect information or documents will lead to disqualification and forfeiture of the CDR. Other terms will follow KPPRA Rules, PEC guidelines, standard bidding documents and relevant laws.
Bidders must follow KPPRA Notification SRO (34)/Vol:1-45/2025-26 dated 27 August 2025 and KPPRA Circular SRO (35)/Vol:1-46/2025-26 dated 27 August 2025.
