Fatima Jinnah Women University Rawalpindi Tender for Washroom Rehabilitation and Miscellaneous Works

Fatima Jinnah Women University (FJWU), The Mall, Rawalpindi, invites electronic bids for maintenance and rehabilitation of university washrooms and miscellaneous works at FJWU Campus I. The estimated project cost is Rs. 17.463 million. Bidding is open to all eligible bidders.

The procurement will follow the single-stage, two-envelope procedure through the Punjab E-Procurement System. Bidders must hold a valid Pakistan Engineering Council licence in category C-6 or above, with specializations CE-09, CE-10 and EE-04. They must also possess a National Tax Registration Number, have active taxpayer status and be registered with the Punjab Revenue Authority.

Each bid must include a bid security equal to 2% of the estimated cost, amounting to Rs. 349,267, paid electronically through a system-generated PSID under the applicable PPRA instructions and Government of Punjab notifications governing online receipt and release of securities. The paid slip must be attached to the tender documents as proof of payment. Bids with security below the prescribed amount will not be entertained.

Offers submitted through any means other than the Punjab E-Procurement System will be rejected. Bidders must register at www.ep.punjab.gov.pk for electronic submission; registration queries may be directed to 1248.

A pre-bid meeting will be held on November 18, 2026, at 11:30 a.m. Bids prepared according to the bidding documents must be submitted through Punjab E-Procurement at https://eprocure.gov.pk/ by 11:00 a.m. PST on November 26, 2026. Bids will be opened through the Punjab E-Procurement System at 11:30 a.m. PST on the same day, in the presence of bidders or their representatives attending the opening session at FJWU.

Quoted rates must be item-wise and inclusive of all applicable taxes. Prices must remain valid for 90 days, extendable for another 30 days. The firm or company must submit an undertaking on legal or stamp paper confirming that it is not currently blacklisted by any procuring agency or PPRA. Incomplete, ambiguous or unfilled bids will be rejected. Bids must be responsive, clearly written, signed and stamped.

The successful bidder must submit an online performance guarantee under Section 56 of the PPRA Rules 2014, following the e-Procurement System procedure in collaboration with the Bank of Punjab, as required in the Memorandum of Work. Following issuance of the acceptance letter, the successful contractor must execute an agreement with the department on stamp paper of the value prescribed by the government and specified in the Bid Data Sheet. Submission of fake or forged documents will result in disqualification or blacklisting.

The procuring agency may reject all bids or proposals at any time before acceptance under PPRA Rules 2014, Chapter VI, Clause 35.
