Hyderabad Municipal Corporation Road Rehabilitation Tenders in Qasimabad

Hyderabad Municipal Corporation (HMC), Office of the Executive Engineer, invites tenders through the Sindh E-Pak Acquisition and Disposal System (EPADS) under the Single Stage–Two Envelope procedure in accordance with the Sindh Public Procurement Regulatory Authority Rules, 2010, as amended. The notice is dated 5 November 2026.

Eligible firms must have Pakistan Engineering Council registration in categories C-2 and C-3 with valid specialization codes for the works, registration with the Sindh Electrical Contractor License, possession of their own civil infrastructure-based work facility, and sound professional standing for execution of the assignments.

Bidding documents may be downloaded through the EPADS SPPRA portal at https://sindh.eprocure.gov.pk/. Eligibility requirements, minimum qualifications, technical evaluation criteria, instructions to bidders, scope of works, standard operating procedures, terms and conditions, bid security requirements and other relevant details are contained in the bidding documents. Bidders must review all instructions and criteria before submission. Negotiations concerning technical or financial proposals will not be permitted under this tender assignment.

The non-refundable bidding document fee of PKR 5,000 must be submitted through an original pay order in favour of the Executive Engineer, Hyderabad Municipal Corporation (HMC), valid for at least six months. A scanned copy of the pay order must be uploaded through EPADS. The original pay order must be submitted to the Office of the Executive Engineer, HMC, Thandi Sarak, opposite Shahbaz Building, Hyderabad, before the bid submission deadline.

The bid validity period is 90 days from the date of bid opening. Bid security must meet the amount, form and validity requirements in the Bidding Data Sheet. A scanned copy must be uploaded to EPADS, and the original security must physically reach the office of the undersigned by the submission deadline. Bids without valid bid security will be rejected at the opening of technical proposals. Bid security must remain valid for at least 28 days beyond the bid validity period.

At bid opening, firms must also submit hard copies of both technical and financial proposals in two separate sealed envelopes to verify their online submissions. Forged or tampered documents will result in immediate disqualification and further legal action under applicable rules.

Only substantially responsive bids that comply with the prescribed eligibility criteria, mandatory technical evaluation requirements and all bidding conditions will be considered for financial evaluation. Non-compliance with mandatory tendering requirements, including non-legalized technical documents, incomplete BOQ specifications or any required information deviation, will cause a bid to be declared non-responsive. The bidder's security may be forfeited and further action taken, with the approval of the competent authority, under applicable SPPRA Rules and bidding conditions.

If the scheduled submission or opening date falls on a government-declared public holiday or a non-working day caused by unforeseen circumstances, including a law-and-order situation resulting in office closures or closure of surrounding roads, the bids will be submitted and opened on the next official working day at the same time and venue through EPADS.

HMC reserves the right to accept or reject any or all bids or proposals before award in accordance with Rule 25 of the SPP Rules, 2010, as amended, without incurring liability or obligation to bidders. Canvassing in any form will lead to disqualification. Concealment, misrepresentation or distortion of facts at any stage will constitute sufficient grounds for rejection and may lead to further proceedings under applicable procurement laws.
