OGRA Tender for Rental Office Building in Multan

The Oil and Gas Regulatory Authority (OGRA), Government of Pakistan, invites sealed bids to rent a building for its Regional Office in Multan. The required building should have a covered area of 2,500–3,000 square feet, 5–6 spacious rooms, adequate washrooms, and a porch or parking space for vehicles.

Preferred locations include Qazafi Road, Shah-Rukn-e-Alam Colony, Bosan Road, Gulgasht, Chungi No. 09, Officers Colony, Eid Gah, Chungi No. 06 Northern Bypass, Model Town, and the area between Qazafi Chowk and Jinnah Park. Other appropriate areas where government offices are mostly located may also be considered. The building must have parking, gas, water, electricity and other necessary civic amenities, a suitable entrance, and a safe, secure location.

Interested parties or individuals must submit sealed bids under the single-stage, two-envelope procedure. Each bid must comprise one package containing two separate envelopes for the Technical Proposal and the Financial Proposal. Proposals must include all terms and conditions, the building’s location, covered area, porch size, number and sizes of rooms and washrooms, monthly rent demanded, and any advance payment required. Interior and exterior photographs of the building may be attached to the technical proposal.

Bids must reach OGRA Head Office, 37, Mauve Area, Service Road South, G-10/4, Islamabad, by 11:00 a.m. on 17 November 2026. Technical proposals will be opened by OGRA’s Bid Opening Committee at the same office at 11:30 a.m. that day.

OGRA’s Bid Evaluation Committee will physically visit and inspect the offered buildings to assess compliance with the requirements before financial proposals are opened. Only the financial proposals of technically accepted bids will be opened, following the procedure prescribed in the PPRA Rules.

If the submission deadline falls on an official closure or holiday, bid submission and opening will take place on the next working day. OGRA reserves the right to cancel or reject any or all bids or proposals before acceptance, in accordance with the PPRA Rules and taking into account value for money for the agency.
