Sindh Police Tender for Dietary Food Supply at Razzakabad Police Training Centre, Karachi

The Police Department, Government of Sindh, through the Commandant, Shaheed Benazir Bhutto Elite Police Training Centre, Razzakabad, Karachi, invites sealed electronic bids through the Sindh Government EPADS portal from eligible suppliers for the supply and delivery of dietary food items for trainees during Financial Year 2026–27. Procurement will follow the applicable Sindh Public Procurement Act, SPPRA rules, regulations, standard documents, EPADS requirements and final bidding documents.

Bidding documents and submission: Bidders must download or obtain the complete bidding documents, including the BOQ, technical specifications, forms and draft contract. Technical and financial proposals must be submitted through EPADS in the configuration prescribed by the procuring agency before the deadline. Late bids will not be accepted. Any required hard-copy original security instrument or sample must be delivered strictly according to the bidding documents and reach the procuring agency before the deadline. Financial proposals will be opened only for bidders whose technical proposals are substantially responsive.

Security and eligibility: Bids must include bid security in the approved form, amount and validity. The security must be payable to the stated payee and verifiable with the issuing bank. Bidders must hold valid FBR income-tax registration, applicable sales-tax/SRB registration, and a valid Sindh Food Authority licence for the relevant food-business activity. Product registration, halal and ingredient documents must be supplied where required by law or the technical specifications.

Food standards: All food items must comply with the technical specifications, approved samples, applicable food-safety laws, packaging and labelling requirements. A “brand or equivalent” must objectively meet or exceed the stated quality, pack, safety, shelf-life and performance requirements. Brand names are not intended to restrict competition.

Pricing: Prices must be quoted in Pakistani rupees, identify tax treatment and include every cost up to the delivery point, including procurement, packing, loading, transport, delivery, insurance, duties, taxes, handling, wastage and other obligations. Quoted unit rates must tally with the financial form.

Evaluation and procurement conditions: Conditional, incomplete, unsigned, unsealed, materially ambiguous or non-responsive bids may be rejected under the bidding documents and applicable rules. Minor omissions may be clarified only where permitted and without changing the substance, price, ranking or scope of the bid. The procuring agency may cancel the bidding process before acceptance in accordance with applicable SPPRA rules. Cancellation creates no liability to bidders whose bids were not accepted, and bid security will be returned as required by law.

Bidders must not contact or attempt to influence the procuring agency, procurement committee or inspection committee during evaluation, except through the stated clarification channel. Allegations of fraud, corruption, collusion, conflict of interest or misrepresentation will be dealt with under applicable law and regulations.
