PMU-BESP Tender for ECE Classroom Furniture in 300 Balochistan Schools

The Project Director, Project Management Unit–Balochistan Education Support Programme (PMU-BESP), invites sealed bids from eligible bidders for the procurement of school furniture for Early Childhood Education (ECE) classrooms under the System Transformation of Early Education Project–Balochistan (STEP-B).

The Government of Balochistan, through the Government of Pakistan, has received a Global Partnership for Education (GPE) grant through its grant agent, the World Bank, under the System Transformation Grant (STG). STEP-B aims to improve Balochistan’s education system by addressing gaps in early childhood education and primary-level learning outcomes. Part of the grant proceeds will finance this procurement for public school educational facilities.

Bidding will follow national competitive procurement using a Request for Bids under the World Bank Procurement Regulations for Investment Project Financing, Goods, Works, Non-Consulting and Consulting Services, February 2025. Participation is open to all eligible bidders under those regulations.

Interested eligible bidders may obtain further information and inspect the bidding document at the Project Director’s office during working days between 10:00 AM and 5:00 PM. The English bidding document may be purchased by submitting a written application to the office and paying a non-refundable fee of PKR 2,000 in cash. Documents may be collected by hand or requested through email.

Bids must reach the PMU-BESP office by 10:00 AM on 23 November 2026. Electronic bidding is not permitted, and late bids will be rejected. Bids will be opened publicly at the same office at 10:30 AM on 23 November 2026, in the presence of bidders’ designated representatives and anyone who chooses to attend.

Each bid must include a bid security of PKR 2,100,000 in the form of a pay order, demand draft or bank guarantee, in accordance with the bidding document, in favour of the Project Director, PMU-BESP, Government of Balochistan.

The Procurement Regulations require disclosure of the successful bidder’s beneficial ownership information as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form included in the bidding document.
