Pakistan Airports Authority Tender for Filters, Coolant Mixture and Lubricants at North Region Airports

Pakistan Airports Authority (PAA), Logistics Center (North), invites bids in Pakistani rupees under PPRA Rule 36(b) for the procurement of filters, coolant mixture and lubricants for specialist vehicles held at North Region airports. Bidders must be registered with the Income Tax and Sales Tax Departments, hold valid NTN and GST registrations, and appear on the Federal Board of Revenue's Active Taxpayer List.

The procurement will use the Single Stage–Two Envelope procedure and Least Cost Based Selection (LCBS), in accordance with the Public Procurement Rules, 2026, and applicable regulations, regulatory guides, procurement guidelines and subsequent instructions issued by the Authority.

Electronic bids must be submitted through EPADS V2.0. Bidding documents containing detailed terms and conditions, specifications and requirements are available at https://vendors.epads.gov.pk/.

Bidders must complete their EPADS V2.0 registration by Tuesday, 1 December 2026, at 11:00 AM. Electronic bids will be opened through EPADS V2.0 at 11:30 AM on the same day. Manual bid submissions will not be entertained. Vendors who have not registered on the new EPADS V2.0 system may register at https://vendors.epads.gov.pk/. All bids must be accompanied by the required bid security in the form of a pay order in favour of Pakistan Airports Authority. The original bid security must reach the office before the bid opening.

Under Rule 48 of the Public Procurement Rules, 2026, a Grievance Redressal Committee has been notified for this procurement. Its notification is available on the procuring agency's website and the Authority's website at www.paa.gov.pk.

Any financial instrument submitted by a bidder that is found to be fake or dishonoured at any stage may result in blacklisting and legal action.
