Quetta West Road, Drainage, Sewerage and Solar Streetlight Works Tender 2026

The Senior Assistant Director, Local Government & Rural Development, Quetta West, invites electronic bids from eligible contractors for development works for 2026, based on Composite Schedule Rates 2023 and percentage rates. Tender reference: TSE-2627111220843.

Procurement will follow the Balochistan Public Procurement Rules, 2014, using the single-stage, two-envelope bidding procedure. Registration with the BPPRA Government of Balochistan Electronic Public Procurement System is mandatory for all bidders in government procurements, whether bids are submitted electronically or manually. This tender accepts electronic bids only; physical bids are not required.

Eligibility: Bidders must be on the Active Taxpayer List, must not be blacklisted by any procuring agency in Pakistan, and must hold Balochistan Revenue Authority registration. The firm must have completed three assignments of a similar nature and demonstrate turnover of at least PKR 138,608,370 over the three preceding consecutive years as evidence of financial capacity.

Pakistan Engineering Council registration in category C-4 or above, up to PKR 200 million, is required, together with relevant categories and specialized codes CE09, CE01-(i) for roads, pavements, drainage and retaining structures, and EE11(v) for installation of solar-powered LED streetlighting systems. Bidders must attach evidence of three similar works involving roads, sewerage or drainage, solar streetlights with poles, and solar-powered boreholes included in the project. These works must have been undertaken and completed within the last three years and be worth at least 50% of the project's estimated cost.

Bid security: Submit 3% bid security in the form of a bank guarantee or call deposit receipt from a scheduled bank, in the name of the undersigned. Attach the security to the bid and deliver the original CDR or bank guarantee to the office by the bid-opening time; otherwise, the bid will be declared non-responsive.

Submission deadline: Submit bids electronically through the supplier dashboard by 9:30 AM on November 25, 2026. Bids will be opened on the EPPS system the same day at 10:30 AM.
