Bids must be submitted electronically via EPADS only; manual submissions will not be entertained. Interested bidders must register on EPADS prior to submission.
Payment & security: Original Tender Fee of PKR 5,000 (non-refundable) and Bid Security equal to 5% of the quoted bid price must be delivered to the Procurement Agency on or before the deadline for submission of e-bids.

Mandatory & eligibility highlights: Bids must follow the Single Stage Two-Envelope procedure (separate Technical and Financial proposals). Bid validity: 90 days. Eligible firms must be registered with Pakistan Engineering Council (PEC) with valid renewal for 2026-27. Firms must meet the stated experience/turnover and documentary requirements (completion certificates for similar works, financial statements/bank statements, active tax registration/NTN and Sindh revenue documents). Conditional proposals will be rejected. Financial proposals will be opened only for firms qualifying technical evaluation as per SPPRA rules.
