Re-Tender Notice: PCC Roads, Sewerage & Water Bores — LG&RDD Mansehra (ePADS)

Issuer: Office of the Assistant Director, Local Government & Rural Development Department (LG&RDD), Mansehra.

Purpose: Invitation for re-tenders (Single Stage Two Envelope procedure) on KP PPRA ePADS portal for multiple civil works packages including PCC roads, sewerage lines, retaining walls and provision of water bores in various locations of Mansehra District. Eligible contractors must be registered with PEC and enlisted with the C&W Department and the Centralized Enlistment Policy of the Government of Khyber Pakhtunkhwa for the applicable financial year.

• All bids (technical and financial) must be submitted online through the KP PPRA ePADS portal. Technical bids will be evaluated first; financial bids of only technically responsive bidders will be opened.
• Bid security equal to the percentage specified in the bidding documents (as per NIT) must be furnished; original bid security / call deposit must be provided as required.
• Bid validity: Bids shall remain valid for 180 days from the closing date of bids.
• Prospective bidders quoting more than 20% below the Engineer's estimate may be required to submit additional security or provide justification; failure to comply may lead to disqualification.
• Required documents include PEC registration, CNIC, income tax certificate, KP Centralized Enlistment Card (where applicable), and other documents listed in the bidding documents.
• Financial bids must be uploaded online; a sealed copy of the financial bid along with the original call deposit may need to be submitted to the office of the Assistant Director LG&RDD Mansehra as instructed in the bidding documents.
• Bid opening will be public/online; bidders or their representatives may attend the opening as per the procedure on the ePADS portal.
