Punjab Buildings Department E-Tender — Buildings Division Sahiwal for Construction of Divisional Offices

Issuing Authority: Executive Engineer, Buildings Division, Sahiwal (Punjab Buildings Department). Invitations for e-tender (PPRA e-Tendering) are invited from Pakistan Engineering Council (PEC) registered contractors/firms and registered users on the Punjab procurement website for construction works as per DNIT/BOQs.

Key Instructions and Eligibility:

• Contractors/firms must be registered with Pakistan Engineering Council in the relevant category/codes valid for FY 2026-27. Photocopy of valid PEC license must be provided.
• All bidders must be registered on the Punjab PPRA e-procurement portal (www.punjabprocurement.gov.pk) and upload bids through the portal.
• Earnest money of 5% of the estimated cost must be uploaded as a CDR in favour of the Executive Engineer, Buildings Division, Sahiwal. Original CDR must be submitted to the tender opening committee half an hour before opening of bids, otherwise the bid will be disqualified.
• Performance Guarantee of 10% (as per PPRA Rule 56) will be required in the form of Pay Order/Bank Draft/Cashier Cheque or Bank Guarantee valid three months beyond completion date.
• As per PPRA circular (11-10-2024) bidders must quote rates against each DNIT/BOQ item and indicate total bid amount; incomplete financial bids/altered BOQs will be treated as non-responsive.
• Hard-copy financial instruments (originals) must be deposited by the deadline; failure to submit originals will render the bid non-responsive.
• Any falsified document (e.g., fake CDR) will lead to disqualification and blacklisting.
• Applications received by courier/post/email will not be accepted.

Submission & Opening:

Bids must be uploaded on the Punjab e-procurement portal. Bidders may attend the office of the Commissioner, Sahiwal Division, on the stated opening date/time where bids will be retrieved and opened in the presence of the Tender Opening Committee and attending contractors.

Notes: Procuring agency reserves the right to reject any or all bids as per PPRA rules. In case of a public holiday the next working day will be used for receipt/opening of tenders.
