E-Tender: Construction of Divisional Director & Deputy Director Offices — Buildings Division Sahiwal

Punjab Buildings Department (Buildings Division, Sahiwal) invites e-tenders from eligible Pakistan Engineering Council (PEC) registered engineering firms/contractors for the following works under the Punjab PPRA E-Tendering System. Contractors must be registered on the Punjab procurement website and hold a valid PEC license for FY 2026-27. Earnest money in the form of CDR (5% of estimated cost) must be uploaded; hard copy of financial instruments may be required as per e-procurement rules. Performance guarantee 10% will be required as per PPRA rules. Bidders must comply with PPRA circulars (including circular dated 11-10-2024) and upload complete bid documents; incomplete or non-responsive bids will be rejected.

Key instructions:

• Submission/bidding through Punjab PPRA e-procurement portal only (register at www.punjabprocurement.gov.pk).
• Contractors/firms must upload bid security (CDR) in favor of Executive Engineer, Buildings Division, Sahiwal (5% of estimated cost) and submit any required hard copy financial instruments by the deadline noted on the portal.
• Performance Guarantee 10% (Pay Order / Bank Draft / Cashier Cheque / Bank Guarantee) valid 03 months beyond completion period is required as per PPRA rules.
• Non-compliant/incomplete financial bids (blank D.N.I.T / BOQs, missing pages, summary-only submissions) will be treated as non-responsive.
• False information or forged documents will lead to disqualification and blacklisting from C&W tendering processes.
