Punjab Buildings Department E-Tender: Construction of Divisional & Deputy Director Offices (Sahiwal/Bahawalnagar)

Issuer: Punjab Buildings Department / Executive Engineer, Buildings Division, Sahiwal. Sealed e-tenders are invited from eligible PEC-registered engineering firms/contractors for construction works on item-rate basis through the Punjab PPRA e-tendering system in accordance with PPRA rules.

Eligibility & key instructions:

- Contractors/firms must be registered with Pakistan Engineering Council in the relevant category and hold a valid PEC license for FY 2026-27. A photocopy of the PEC license must be provided.

- Contractors must be registered on the Punjab PPRA website (www.ppra.punjab.gov.pk) and submit bids through the Punjab E-PADS/e-tendering portal.

- Earnest money (bid security) equal to 5% of the estimated cost must be uploaded in the form of CDR in favour of Executive Engineer, Buildings Division Sahiwal and the original CDR must be submitted to the tender opening committee at least half an hour before the opening time; failure to do so will disqualify the bidder.

- As per PPRA circular dated 11-10-2024, bidders must quote rates against each DNIT/BOQ entry and indicate the time to complete each item/work. Blank or incomplete DNIT/BOQs will be declared non-responsive.

- Bidders who upload bids on E-PADS must also deposit hard-copy financial instruments by the submission deadline; failure to submit financial instruments will result in rejection.

- Performance Guarantee: 10% of the contract value as per PPRA (2014) Rule 56, to be provided as Pay Order, Bank Draft or Bank Guarantee valid for 3 months beyond the completion date. Performance guarantees issued by insurance companies will not be accepted.

- Any fake information/documents will lead to disqualification and blacklisting. Applications received by courier/post/email will not be considered. Recovery clauses and other PPRA rules will apply.
