E-Procurement Notice — Construction of Soling & Culverts (Tehsil Yazman) by District Council Bahawalpur

Issuer: Office of the District Council Bahawalpur. Procurement procedure: Single Stage Single Envelope under Punjab Procurement Rules, 2014 (amended). Sealed bids are invited through E-Procurement / EPADS (https://punjab.eproc.gopk.pk) from contractors enlisted/renewed with Pakistan Engineering Council (PEC) for the current financial year 2026-27.

Eligibility & bid requirements:

- Valid Pakistan Engineering Council (PEC) license as required for the works.

- Bids must be submitted via the E-Procurement/EPADS portal. Bid documents may be downloaded free of cost from the PPRA website and the E-Procurement/EPADS portal.

- Bid security / earnest money equal to 5% of the estimated cost must be furnished in the form of CDR / Bank Guarantee from a scheduled bank in Punjab in favor of District Council Bahawalpur.

- If the lowest quoted rates are below 85% of the estimated cost, the lowest bidder will be required to deposit additional performance security as stipulated; failure to do so may result in forfeiture of CDR and rejection of the bid.

- Bids not complying with PPRA rules or without required CDR/bid security will be rejected. Non-responsive bids will be rejected.

Submission & opening:

- Submission deadline (portal): 2026-08-06 at 11:00 AM.

- Bids will be opened on E-Procurement on the same date at 11:30 AM in the office of the District Council Bahawalpur in the presence of bidders or their authorized representatives.
