District Council Sialkot Tender – Hiring of Machinery on Rental Basis for Pre-Flood Arrangements (4 Lots)

Office of the District Council Sialkot invites electronic bids from eligible contractors/firms through the Punjab e-Procurement System for hiring of machinery on a rental basis for pre-flood arrangements under the jurisdiction of four tehsils. Contractors/firms must be duly enlisted/renewed with the Pakistan Engineering Council (PEC) where applicable and must meet all eligibility requirements prescribed in the bidding documents. Procurement will be conducted in accordance with the Punjab Procurement Rules, 2014 (as amended) and the Punjab e-Procurement System procedures.

Key instructions:

- Bids must be submitted electronically via the Punjab e-Procurement System. Physical bids, late or incomplete bids will not be accepted.

- Bid security: 5% of the estimated cost is required as a Digital Bank Guarantee (e-Bank Guarantee) through the Punjab e-Procurement System; other issuance requirements (such as SWIFT MT760) shall follow the instructions in the bidding documents.

- Bids will be evaluated and the contract awarded to the lowest evaluated responsive bidder in accordance with the bidding documents. The procuring agency reserves the right to accept/reject any or all bids and to reduce or increase the scope/quantity of work as per applicable rules.

- Bids shall remain valid for 60 days from the date of opening (as per the bidding documents).
