Tender: E-Bids for Local Purchase of Medicines & Surgical Items — Rawalpindi Cantonment Board

Rawalpindi Cantonment Board (RCB), acting as the Procuring Agency, invites electronic bids (single stage, one-envelope) through EPADS v2.0 for the local purchase of medicines and surgical items for employees of the Ministry of Defence (MoD).

Key eligibility & submission requirements

- Bidders must be registered on the PPRA and EPADS v2.0 portals; hard copies will not be issued. Vendors not registered on EPADS v2.0 may register through the Vendor Registration Portal.

- Bidders must be on the Active Taxpayers List (ATL) of the Federal Board of Revenue (FBR) for Income Tax and Sales Tax.

- Must possess a valid Drug Sale Licence / Drug Distribution Licence (Category-A) issued by the competent authority.

- Earnest money in the shape of a Call Deposit Receipt (CDR) issued by a scheduled bank in favor of Cantonment Executive Officer, Rawalpindi Cantonment Board, must be submitted as specified in the bidding documents.

- Bids shall be prepared and submitted electronically through EPADS v2.0 in accordance with bidding documents. Late or hard-copy bids will not be entertained.

- Evaluation and procurement will follow the Single Stage — One Envelope procedure under PPRA Rules, 2004. Detailed bidding documents, conditions, and clarifications are available on the PPRA and EPADS portals.
