Issuer: Military Lands & Cantonments Department, Rawalpindi Cantonment Board. The Board invites e-bids (Single Stage Two Envelope) through E-PADS v2.0 for six public works to be executed during FY 2026–2027.
Eligibility: Firms/contractors must be reputable, experienced, registered with Pakistan Engineering Council in the relevant category and specialized codes, registered with the Federal Board of Revenue and appear on the Active Taxpayers List. Bidders must meet eligibility, technical and financial requirements specified in the bidding documents.
Documents are available exclusively on the PPRA and E-PADS v2.0 portals. Manual/hard-copy bids will not be accepted. Bidders must submit Technical and Financial proposals electronically via E-PADS v2.0. A scanned copy of the 2% Call Deposit Receipt (CDR) must be uploaded with the e-bid; the original CDR must be submitted prior to opening of technical bids where required.

Submission & Opening: Electronic bids must be submitted through E-PADS v2.0 on or before 2026-10-22 at 13:00. Bids will be opened the same day at 13:30. Manual bids will not be entertained; vendors not registered on E-PADS v2.0 should register first.
Procurement Method: Open Competitive Bidding under Single Stage–Two Envelope procedure in accordance with PPRA and Public Procurement Rules.
Earnest Money: 2% of the estimated cost in the shape of Call Deposit Receipt (CDR) in favour of Cantonment Executive Officer, Rawalpindi Cantonment Board. A scanned copy of the CDR must be uploaded with the e-bid.
