Punjab Social Welfare Department Tender for 12 Security Guards in Lahore, FY 2026–27

The Directorate General Social Welfare & Bait-ul-Maal, Punjab, Lahore invites electronic bids from eligible firms and companies for hiring security services for seven months during financial year 2026–27. Bids must be submitted through e-PADS at https://ep.punjab.gov.pk. The estimated rates are all-inclusive planning estimates, and bidders must quote in accordance with the bidding documents.

Bidding documents are available immediately after publication and may be downloaded from e-PADS and the PPRA website. They may also be obtained upon written request from the office of the Director (Administration), Directorate General Social Welfare & Bait-ul-Maal, Punjab, 41-Empress Road, Lahore.

Bid security of Rs. 100,800 must be submitted through e-PADS in the prescribed electronic manner. Physical financial instruments will not be accepted. The successful bidder must furnish performance security in accordance with the bidding documents.

The Single Stage Two Envelope bidding procedure will apply under Rule 38(2)(a) of the Punjab Procurement Rules, 2014. Bidders must comply with the applicable category-wise wage under the Schedule of Wage Rates, 2025 issued by the Finance Department, Government of the Punjab, the applicable minimum wages notification, and all revisions. Where an exact category is not included, the closest comparable category must be adopted with written justification. Rates must include statutory contributions, taxes, insurance and service charges.

Complete electronic bids must be addressed to the Director (Administration), Directorate General Social Welfare & Bait-ul-Maal, Punjab, Lahore and submitted through e-PADS. Detailed eligibility criteria, technical specifications, financial breakup and contractual conditions are included in the bidding documents.

Procurement will be conducted in accordance with the Punjab Procurement Regulatory Authority Act, 2009 and the Punjab Procurement Rules, 2014, as amended from time to time.
