Failure to do so will result in cancellation of the lowest bidder's tender and forfeiture of earnest money in favour of the Government.
The procuring agency may reject all bids or proposals at any time before acceptance, in accordance with PPRA rules. On request, it will communicate the grounds for rejection to a supplier or contractor that submitted a bid or proposal, but is not required to justify those grounds.
