Pakistan Digital Authority Tender for Citizen Experience Design Lab, Islamabad

The Pakistan Digital Authority (PDA), Ministry of IT & Telecom, Government of Pakistan, invites sealed bids from eligible bidders for the procurement of a Citizen Experience Design Lab for the PDA Office, reference P158328. PDA has reserved funds for procurement planned for FY 2026–27 and intends to use part of these funds to cover eligible payments under the contract.

The procurement will follow the Public Procurement Rules, 2026, and applicable regulations, regulatory guides, procurement guidelines and instructions issued by the Authority from time to time.

All bids must be accompanied by the bid security amount described in the Bid Security Section of the bidding document, in the form of a Pay Order or Call at Deposit, or by a bid-securing declaration in the format prescribed in the bidding documents.

E-bidding documents containing detailed terms and conditions, specifications and requirements are available through the e-Pak Acquisition and Disposal System (EPADS) at https://epads.gov.pk/opportunities/federal/procurements/158328. Bidders must register on EPADS v2.0 to participate.

E-bids must be prepared according to the instructions in the e-bidding documents and submitted through EPADS v2.0 by the deadline. Manual bid submissions will not be entertained.
