How to obtain and submit bids:

• Bidding documents can be obtained from the office of the undersigned on submission of the prescribed non-refundable treasury challan.
• Submit sealed tenders under the Single Stage One Envelope (SSOE) procedure by the stated closing date/time. Bids must include the required earnest money in the form of a Call Deposit Receipt (CDR) from a scheduled bank in favor of the Executive Engineer, Building Division C&WD Gilgit. Electronic copies of CDR will not be accepted; original CDR with authorized signature is required.

Eligibility and important conditions (summary):

• Firms/JVs must be registered with PEC in Category C6 or above with relevant specialization (valid to 30-06-2026).
• Provide original documents: CNIC of firm owner, departmental no-litigation / no-sick scheme certificate in prescribed format for FY 2025-26, and original renewal receipt in Works Department GB for FY 2025-26.
• Project-specific power of attorney on judicial stamp paper (if signing on behalf of CEO/MD/Director) attested by 1st Class Magistrate where applicable.
• Firms listed as sick or whose license is forwarded to PEC for cancellation will not be considered.
• Each firm/JV may obtain bidding documents for only one project; multiple requests for different projects will not be entertained.
• If a bidder quotes rates more than 15% below the estimate, an additional performance guarantee equal to 10% of the differential between the quoted rate and estimate will be required in the form of CDR. Failure to provide this will result in rejection and forfeiture of original CDR.
• CDRs of unsuccessful bidders will be released after expiry of bid validity or formal approval of the tender, whichever is earlier.
• The procuring agency reserves the right to reject any or all bids in accordance with applicable rules (Rule 36 of GBBPRA as amended).
• If a local holiday occurs on the bid opening date, opening will take place on the next working day at the same time and conditions.
