Rawalpindi Cantt E-Bidding Notice — Desilting of Drains/Nullah (Est. Rs.24.849M)

Rawalpindi Cantonment Board invites e-bids (Single Stage One Envelope) via EPADS V2.0 for the desilting of drains/nullah located in Rawalpindi Cantt. Issuing authority: Cantonment Executive Officer, Rawalpindi Cantt.

Key terms and submission instructions:

- Bidding documents available only on PPRA and EPADS V2.0 portals; no hard copies will be issued. Only firms registered on EPADS V2.0 as vendors are eligible to participate.

- Eligible firms must be registered with Pakistan Engineering Council, hold a valid NTN, and have PEC registration for the relevant codes/category as specified in the bidding documents.

- E-bids must be prepared per bidding instructions and submitted electronically through EPADS V2.0 on or before the stated deadline. Manual submissions will not be entertained. Vendors not registered on EPADS V2.0 may register on the portal before submission.

- Procurement mode: Open Competitive Bidding under Single Stage One Envelope adopting Least Cost Based Selection (LCBS) as per PPRA Rules, 2004. A Grievance Redressal Committee (GRC) has been constituted in accordance with Rule 48 of PPRA Rules, 2004.

- Bid security: 2% of the estimated cost to be submitted as a Call Deposit Receipt (CDR) issued by a scheduled bank in favor of Cantonment Executive Officer, Rawalpindi Cantonment Board. A scanned copy of the CDR must be uploaded with the e-bid; the original CDR must be submitted prior to opening of bids.

- Firms/contractors blacklisted by any government/semi-government organization are not eligible to participate. Detailed terms and conditions are available in the office of the Rawalpindi Cantonment Board during working hours and on the procuring agency's website/EPADS portal.
