Issuing Authority: Punjab Highway Department — Executive Engineer, Highways Division, Sheikhupura (Superintending Engineer, Highways Circle, Lahore).
Purpose: Invitation to pre-qualified engineering firms/contractors to submit e-tenders for road construction and related drainage works under the Punjab e-Tendering System. Eligible contractors must be registered with the Pakistan Engineering Council in the relevant category/codes and registered on the Punjab e-Procurement portal.
Key requirements and instructions:
- Submission and opening via Punjab e-Procurement System (Punjab PPRA website / e-procurement portal). Relevant registration information available on the Punjab e-Procurement website.
- Bid security: 5% of the estimated cost must be submitted through the digital online payment facility of the e-Procurement System in favour of the Executive Engineer, Highway Division, Sheikhupura. Offline instruments (CDR, Pay Order, Draft, Bank Guarantee, etc.) are not acceptable for bid security.
- Performance Guarantee: As per Clause 56 of PPRA Rules 2014, the lowest evaluated bidder shall submit a Performance Security/Guarantee equal to 10% of the bid amount within 15 days of issuance of letter of acceptance. Acceptable forms are Bank Guarantee only; other forms will not be accepted for performance guarantee except as specifically allowed.
- Bidders must quote rates item-wise and provide total amounts in the financial proposal. Tenders may be rejected for non-compliance with PPRA rules and tender conditions. Contractor claims should be submitted electronically through the digital MB system where required.
Submission/Opening Date and Time: Bids to be submitted and will be opened on 2026-10-07 at 01:00 PM via the e-Procurement System.
