NHA Sukkur E-Bids for 10 Security Guards at Sindh-North Offices

The National Highway Authority (NHA), Ministry of Communications, Government of Pakistan, Sindh-North Region (Administration Wing), invites e-bids from eligible security companies for the provision of 10 security guards, preferably armed ex-servicemen, at its regional office in Sukkur and attached offices in Moro, Shikarpur and Larkana.

The contract period is two years, extendable for a further one year with mutual consent, satisfactory performance and compliance with applicable rules and policy. A 10% annual increase applies under the same terms and conditions. Procurement will follow the single-stage, two-envelope procedure.

Eligibility: Interested companies must have valid NTN/GST registration and relevant experience. Registered companies holding an NOC from the Ministry of Interior, Government of Pakistan, or provincial Home Departments, including Azad Jammu and Kashmir and Gilgit-Baltistan, are eligible to apply. Companies blacklisted by the Government of Pakistan, terminated by NHA for poor performance, or served a notice for poor performance are ineligible.

Wages and statutory obligations: Minimum wages of Rs. 43,000 per month per guard will be paid in accordance with the Government notification. The successful firm is responsible for all taxes, EOBI Fund, SESSI and other relevant taxes relating to the guards. Payment of minimum salary/wages under Government of Pakistan policy, insurance, EOBI, SESSI and provision of a reliever as required by the tender documents are mandatory. The successful company must submit monthly documentary evidence and payment receipts to the Admin Officer; failure to do so will result in forfeiture of the security deposit by NHA.

Bidding documents: Documents may be purchased by submitting a written application to the address below and paying a non-refundable fee of Rs. 2,000 through bank draft or pay order in favour of National Highway Authority, Sukkur. Documents may also be downloaded from www.ebidding.nha.gov.pk, with a draft of Rs. 2,000 attached to the e-bids at submission.

Submission deadline: Complete, sealed and signed e-bids, supported by documentary evidence, must reach the office of the undersigned on or before November 24, 2026, at 12:00 noon. Submit a sealed outer envelope containing separate technical and financial bid envelopes. Technical e-bids will be opened the same day at 12:30 p.m. before bidders or their authorized representatives who choose to attend. Financial e-bids of technically qualified bidders will be opened later. Attach only relevant documents; company brochures and irrelevant material must not accompany the bids.

Security deposit: Technical e-bids must include a pay order of Rs. 50,000 in favour of National Highway Authority, Sukkur.

Companies or agencies submitting unsubstantiated or incorrect information will be liable to legal action and disqualification without an opportunity for clarification. All firms are advised to obtain EPADS registration immediately at www.procure.gov.pk, as manual hard-copy bids will be eliminated in upcoming procurements.
