Sukkur IBA University Re-Tender: Campus-II MV/LV Power Distribution and 11kV Substation Consultancy

Sukkur IBA University invites sealed Requests for Proposal (RFPs) from eligible, reputable and experienced engineering consulting firms for the project “MDS Campus-II (Phase-I)-MV/LV Power Distribution System along with 11kV Substation-II at Campus-II.” This is a re-tendering notice. Interested firms must demonstrate relevant experience and qualified personnel, and submit separate technical and financial proposals with references to similar projects.

Eligibility and submission requirements:

1. Valid and active registration with the Pakistan Engineering Council (PEC) in the relevant category/discipline or higher.
2. Valid and active registration with the income tax authorities (FBR) and Sindh Revenue Board (SRB).
3. At least five years of relevant electrical engineering consultancy experience, particularly in 11kV/0.4kV (MV/LV) power distribution and 11kV substation projects.
4. Demonstrated experience in successfully completed similar consultancy assignments of comparable nature, scope and complexity. Details and references for these projects must accompany the proposal.
5. Demonstrated financial capacity supported by audited financial statements for the last five financial years.
6. The firm must not be blacklisted, debarred or suspended by any government or semi-government organization or competent authority.
7. Consortiums and joint ventures are permitted subject to the RFP conditions, with a clearly identified lead firm.
8. A bid security of Rs. 500,000 must accompany the technical proposal in the prescribed form.
9. A company profile covering the nature of business, technical expertise and relevant project experience must be submitted.
10. An undertaking confirming the authenticity of all submitted documents and the absence of any conflict of interest must be submitted.
11. The successful consultant must enter into a formal contract/agreement in accordance with the RFP, Terms of Reference, scope of services, deliverables and timelines.

Technical proposals will be opened before the consultant selection committee in the office of the Project Director, Sukkur IBA University, in the presence of consultants or their authorized representatives who wish to attend. Financial proposals will be opened after evaluation of the technical proposals.

Firms or consultants providing unsubstantiated or incorrect information are liable to legal action and/or disqualification. The procuring agency reserves the right to reject any or all bids subject to the relevant provisions of the SPP Rules, 2010, as amended, and may cancel the bidding process at any time before acceptance of a bid or proposal under Rule 25 of those rules.
